Trigg County Judge-Executive
Judge Stanley Humphries
I have served as the Trigg County Judge-Executive for the last three years. My focus over the past three years has been improving our community. Some of the highlights include:
-
Improvements to the Trigg Recreation Complex for our youth.
-
Completion of the Trigg County Justice Center.
-
The long awaited Trigg County Senior Citizens Center project with an expected completion date of spring 2010.
-
Renovation of the Trigg County Tourism Center.
-
Funding secured from Frankfort enabling us to pave additional county roads and install 3 new bridges.
-
NRCS funding allowing us to remove debris in rivers and tributaries left behind from the 2009 Ice Storm.
-
Improvements to the Trigg County Rescue Center.
-
Improved disaster preparedness from lessons learned during the 2009 Ice Storm.
-
Continued pursuit of economic development opportunities and industrial recruitment.
While the past 3 years have been exciting and action-packed, they have not come without challenges. Our local and national economies have struggled in the past months and years. The pursuit of economic development opportunities to offset our struggling economy has and will be a top priority for me as Trigg County moves into this new decade. I will also continue to focus on additional opportunities to show support for the youth of Trigg County.
With Trigg County being a great retirement and tourist destination as well as a great place to raise a family, family issues and a community that we can be proud of are near to my heart. My wife Kim and I have three beautiful children, Stephen 12, Lydia 9, and Luke 3. I still enjoy working on our family farm in southeast Trigg County and I remain active in the Thomas-Bridges Association, Trigg County Farm Bureau, Cadiz Rotary Club and Locust Grove Baptist Church.
I welcome the opportunity to discuss ideas on improving our community and I am honored to serve as your judge-executive.
Trigg County Sheriff
Ray Burnam
Hello I’m Ray Burnam II and I will be the new Trigg County Sheriff. I am a 1984 Trigg County High School Graduate. I have a 17 year old Son Tyler Burnam. I am a 21 year United States Air Force Reserve Combat, Decorated Veteran, 12 year Kentucky State Police Veteran, Kentucky Colonel and a member of the VFW. I resigned from the State Police with the rank of Senior Trooper in January 2010 to run for Sheriff.
I have a degree in Criminal Justice, trained in Kentucky State and Federal Law, Criminal and Accident Investigation, Drug Interdiction/Investigation, International and Domestic Terrorism, Urban Warfare, Active Shooter Situations, Interrogation, Hostage Negotiation, Combat Arms, Personnel Management, First Responder and U.S. Air Force and KSP Marksman.
While in the Air Force I led a team of 53 Active Duty, Reserve, and Air National Guard Security Forces, providing integrated base defense, force protection and police services for a population of over 31 thousand people. I planned, organized and directed Security Forces flight operations protecting aircraft and other assets valued in excess of $3.2 Billion dollars. I reviewed and approved all enlisted performance reports, decorations, and incident reports for accuracy and completeness. I conducted individual and team training then evaluated to determine personnel proficiency. I provided the commander a mission-ready enlisted force to execute the unit mission. I supervised administrative actions directed by the commander, provided leadership and guidance to supervisors and members enabling them to resolve problems or complaints at the lowest level. I developed and executed specific goals, plans and objectives to address issues related to enlisted members. I served as a local advisor, authoritative source and focal point on Security Force issues and activities. I Promoted Wing and Squadron Anti-terrorism, Force Protection education using various types of media. I maintained proficiency and certification on duty positions, required equipment, vehicles and prescribed weapons and assisted in the development and enforcement of local guidance, procedures, instructions and plans.
My priorities will focus on but not be limited to Drugs, Kids, Thefts and Unsolved Murders.
In Trigg County undercover drug operations are routinely investigated by other agencies not Local Law Enforcement. Although they do a good job, Trigg County is not their priority nor should it be. These other Agencies are responsible for multiple Counties in Western KY and they stay very busy. Trigg County is my priority! I am trained in street level (under cover) drug investigations and I will train your Deputies. Drug crimes will be conducted locally by your Deputies and by me. We will work with but not rely on other agencies. I want dope dealers in Jail the night the crime occurs!
I will continue to work to build trust and respect with the youth in Trigg County. We have to go to the kids to gain their trust and not rely on them to come to us. I am actively going to and communicating with the kids in Trigg County through Face Book and one on one conversation. I let them know I care and respect their opinions. I also let them know where I stand and how I will handle situations they ask about. I want Kids, Parents and Teachers to know that we are there for them.
I will petition the courts for stiffer penalties for repeat offenders. We will work to create Neighborhood Watch programs and a Citizen on Patrol Group. I plan to have at least quarterly town meetings with the folks to discuss Law Enforcement issues. I will lead the discussions on a topic but will always leave the floor open and answer any questions of concerns you might have. You are the biggest asset Law Enforcement has in solving crimes. I will never take you for granted. We will work together to protect you and your property.
Day 1 I will start my on investigations on Trigg County’s unsolved murders. I have been asked do I really think I can solve any of these murders. Yes I Do! How, go back and look at and talk to everything and everyone of interest. I will also talk to some that have not been talked to. Someone knows something. If I can gain that person’s trust and respect they will lead us to solving these murders. I am a fresh set of eyes. I will look at it differently than another officer did. It’s not that my way is better it is just different. Think of it like this. Have you ever tried to put a puzzle together? You have a piece that you just can’t seem to see where it goes. Then someone else comes along and in seconds puts the piece exactly where it fits. The person that put the piece there is not necessarily smarter of better they just looked at the puzzle in a different way. And just because they have not been solved yet does not mean that KSP won’t or that I can’t. I will not give up!
I would like to hire an additional 2 Deputies and provide 24/7 coverage to Trigg County. However the County does not have the money or resources to do this. I will apply for grants to hire additional Deputies. By applying for all grants and reporting ALL crimes this will make us more competitive to receive grant money. This may also help in getting more Troopers assigned to Trigg County. I will work with KSP to create a schedule where at least one Officer is on duty at all times.
I will bring my Air Force Core Values to the Sheriff’s Department INTEGRITY FIRST - SERVICE BEFORE SELF – EXCELLENCE IN EVERYTHING WE DO. I will never allow politics, friendships or self interest to play any role in Law Enforcement. Citizens will be treated as the reason we exist and never like they are an interruption of our day. When you call an Officer will always respond without exception and a follow up will be conducted.I have the qualifications, training and experience to be Sheriff and handle any situation that may occur on Day 1.
Trigg County Fiscal Court Magistrates
2nd District
Barry Littlejohn
I was born and raised in Livingston County, Kentucky, but felt a closeness to Trigg County. I had many family members in Trigg County that lived Between the Rivers, which is now called Land Between the Lakes. Those family members eventually relocated into other areas of Trigg County following the flooding of the lakes. Immediately following my graduation from Livingston Central in 1975, I purchased a home and moved to Trigg County, which I felt I belonged. Shortly after coming here I began working with Barkley Lake Water District, and have since retired with 30 years of service to the county.
I am a member of and a Deacon of Canton Baptist Church. I also serve as Executive Board Member for the Little River Baptist Association, and belong to the Gideon’s International organization. I married my wife, Shari, in 1978, and we have one daughter, Rachel. My family is very important to me, as is my church and my Lord Jesus Christ.
I have come to know so many wonderful people in Trigg County and have worked closely with the public throughout the years. . I have served as District 2 Magistrate for the last three years, and proven that I have the experience and loyalty to continue serving the people of Trigg County. In 2006, I made a campaign promise to always respond to every call received by the people I served. I feel that I have faithfully fulfilled my promise. Every year I have personally evaluated each road in district 2, and have repaired as many as funds allow. I have worked closely with the Judge Executive and all other court members and currently serve on the buildings and grounds committee as well as the emergency services committee.
Highlights of the past three years of my public service include: 1) The major ice storm that paralyzed our community in 2009 was a tremendous task. I worked alongside many others in our community to help restore Trigg County as quickly as possible. I personally worked for approximately 27 days with Kentucky Disaster Relief to clear driveways and debris from electric service lines in order to restore service to our Trigg County elderly and needy citizens as quickly as possible. 2) In 2009 the Fiscal Court faced the difficult issue concerning the sale of alcohol in Trigg County. We worked very hard to put in place an ordinance that was acceptable and fair to all parties. We feel we succeeded. 3) The closing of Johnson Controls was a huge blow to the community and we continue to work very hard to help solve the unemployment problems of Trigg County. The arrival of Transcraft Corporation is a step in the right direction in creating more jobs. 4) We have worked closely with Trigg County Hospital to ensure the safety of our citizens, which is very important to our community. 5) As a member of the buildings and grounds committee I have worked to ensure that the new Senior Citizens Center is completed.
I will continue to serve you with the same enthusiasm and commitment I have shown during my current term. My promise is to represent all the people of District 2 and the Fiscal Court to the best of my ability. Your support would be greatly appreciated.

5th District
Richard Nelson
Fifth District Magisterial candidate Richard "Rick" Nelson lives in the Peedee community with his wife and four children where they've renovated the old Stanley Boren farm to working condition. In 1998, Richard founded Rick's Taxidermy--the only full-service award-winning taxidermy studio in Trigg County. Rick and his family originally moved to Kentucky in 1997 when he accepted a position as a field representative for The Family Foundation of Kentucky. In his 13 years with The Family Foundation, he's developed working relationships with elected officials at the state and local level.
Rick is grateful for all that Trigg County has given to him and his family. So now he is giving back to the community by serving as 5th District magistrate. Rick, who is a registered legislative agent with the commonwealth of Kentucky, believes that unemployment is a critical issue for Trigg County. He says that attracting business opportunities should be a priority of the fiscal court. I-24, LakeBarkley, Barkley Lodge State Resort Park, FortCampbell and the Industrial Park are assets that should be aggressively marketed to attract future business. Rick said that if the people of the 5th District would honor him with their vote he will work hard to bring jobs to Trigg County.
Rick graduated from the University of Wisconsin--Stevens Point in 1992 with a BS in triple majors of biology, resource management and wildlife management. He then received certification to teach high school environmental science. In 1995 Rick graduated with an MA in public policy from RegentUniversity. If you have any questions about Richard or how to help on his campaign please contact him at (270) 719-1640 or (270) 271-2713.
